Nepotism and recommendation regarding outsourced recruitment will no longer work in Uttarakhand. The Dhami government’s cabinet approved to implement a transparent system regarding outsourced recruitment. A new recruitment portal in Uttarakhand will be prepared by the Employment Department through NIC. Information about the vacant posts of every department will reach every unemployed person who has registered in the portal.
A new outsourced system of Uttarakhand will be led by the Department of Skill Development, Employment Department. The department will get a portal made from NIC. The portal will be designed accordingly, conveying its requirements to the NIC. The unemployed will get themselves registered on this portal. This portal will also be linked to the JAM portal of the Central Government.
With new Job Portal, the youth of Uttarakhand will also get information about the jobs coming on the JAM portal. The Skill Development Department will also inform other departments that how they have to upload the information of vacant posts in their departments on the website. The Labor Department and the Finance Department will together decide what honorarium should be for which post of outsource. So that there is uniformity in the honorarium.
The agencies supplying manpower will be selected through tender. The agency will fix the qualification according to the posts and take approval from the departments. The departments will upload the details of their posts on the portal. Information about these posts will reach the mobile, email of all the unemployed. Advertisement will also be issued in newspapers.
According to the qualification of the post, a list of unemployed will be prepared automatically from the computer system. This list will reach the department through the agency in which the name and address of any candidate will not be there. Only serial number will be there. The department will select and hand over the list to the agency keeping in view the merit. The agency will tie up with the selected people and give the appointment letter.
Unemployed youth will be able to register themselves offline for the recruitment portal through employment offices . This registration can also be done online. According to their convenience, the unemployed will have the option of registration. Those who are already registered with the employment departments will not need to register afresh.
At present the number of unemployed registered in all the employment offices of Uttarakhand are 8.39 lakh. At present, outsourced jobs are given in the state only through UPNL and PRD. At present, there is a provision to provide jobs only to ex-servicemen and their dependents in UPNL. Whereas in PRD every category of people get jobs in departments through outsource.
