Uttarakhand Government changes the Exam Pattern of Uttarakhand PCS. Now Civil Service Aptitude Test (C-SAT) will be of qualifying in Nature. Earlier many states including Union Public Service Commission change the rule of C-SAT. It was being demanded in Uttarakhand for a long time to change the rule of C-SAT in PCS Exam.  In March 2018 the Uttarakhand Public Service Commission (UKPSC) sent the proposal to the state government in this regard. After getting the approval of the Governor Dr. K K Paul, Department of Personnel has issued orders to change the rule of C-SAT. Now it will be Only Qualifying in Nature.

Major Changes in Uttarakhand PCS Exam

Union Public Service Commission (UPSC) had implemented a C-SAT pattern in 2011 in the Civil Services Examination. After this the states also implemented this pattern in PCS examinations. A few days after the C-SAT protests started in Uttarakhand. Protesters said that the Hindi medium students were stuck in the questions of English Comprehension because Hindi translation of these questions was very difficult. A lot of time was spent in understanding this, which led to the students of Hindi medium lagging behind.

When students started protest against this, UPSC changes the rule and make C-SAT qualifying in nature.  After this, all the states including UP had changes the rule in C-SAT Exam. In Uttarakhand, there was a demand of changing the C-SAT Exam rule from the year 2016. Eventually, this year in March, Uttarakhand Public Service Commission (UKPSC) sent a proposal to state government to change the rule of C-SAT.  After getting the approval from the governor, the Department of Personnel issued the order to make C-SAT Exam qualifying in nature.

New Exam Pattern of PCS Exam

There will be two papers in the PCS Pre Exam. The first paper will be of General Studies, whose whole scores will be added. The second paper will be a C-SAT, in which only 33% marks required to qualify it. But it will be mandatory to qualify C-SAT.

According to the order issued by Additional Secretary S S Valdia, the preliminary examination of the PCS will now also be done on the basis of UPSC Civil Services Examination. In which the second question paper (C-SAT) having questions of general intelligence, will not be added to the merit.

Candidates will qualify only after taking 33 % marks in C-SAT. But the merit of the examination will be based on the marks obtained in the first paper (General Knowledge). This change in the examination pattern will benefit those candidates, who missed the selection in the preliminary exam due to low marks in the Reasoning Paper. On behalf of the candidates, the Commission sent a proposal to the government to change the C-SAT Exam pattern and make it qualifying in nature.  After approval, the Department of Personnel has issued the mandate.

Previous Exam Pattern of C-SAT

UPSC had implemented a C-SAT pattern in 2011 in the Civil Services Examination. There are two papers in UPSC Civil service exams- one is of 400 marks General Study’s paper and second one is 200 marks C-SAT paper. Hindi medium students were struck in the questions of English Compression because Hindi translation of these questions was quite complex. A lot of time was spent in understanding this, which led to the students of Hindi medium lagging behind. Even after the implementation of C-SAT, there were two papers, but the first part was not optional.

In addition to this, many other topics were included in the paper like current affairs, history, geography, economics, and science. In other words, the first part was based on current affairs and reasoning, while in the second part, many topics including English Comprehension, Communication Skills, Analytical ability, Decision-making and Problem Solving, General Mental Ability, English Language Understanding was included. Students were opposed only of English and Aptitude Test in Part-2. Students also had to bear the loss of negative marking when writing wrong answer to the question. Both papers were compulsory, that’s the reason Hindi medium students lagging behind and English language students went ahead.
