Good news for the aspiring teachers in Uttarakhand. Education Department has ordered to lifting the ban of recruitment process on the appointment of teachers in non-government schools / Ashaskiya schools in Uttarakhand. Now in the non-government schools, the recruitment process will now be done according to news rules.
On July 6, 2017, Education Minister Arvind Pandey had announced to ban the appointment process in non-government schools. He had told that after the implementation of code of conduct, arbitrary appointment has taken place in some non-governmental schools. Education Department receives complaint against Arya Kanya Vidyalaya of Almora that the school makes appointments for 25 lakhs, which was found correct in departmental inquiry. School management gave more marks in interviews and experience and appoint candidates of less merit.
After confirmation of the allegations in the investigation, all the appointments in the current education session were cancelled by the department. Also, the school in which the process of recruitment was going on was also stopped.
Now after 11 months, the state government has lifted the ban on the recruitment process. Schools will now make recruitments according to the new rules. Now Appointment process in 204 Ashaskiya schools of Garhwal and 130 of Kumaon is going to start soon.
According to the new rule, after the release of the notification, the Chief Education Officer and the School Management will prepare a merit list. Interview will be conducted on the basis of this merit. School management can take interviews of maximum 5 numbers. However, the candidates of the Uttarakhand board may have to suffer losses because the evaluation process of Uttarakhand Board is considered to be difficult as compared to CBSE or other board.
So far, in the non-government schools, the recruitment process will be done by the Expert Committee and the Management Committee under the chairmanship of the Chief Education Officer. After releasing of the Notification, Merit was prepared from the level of CEO. After this, Interview of the candidates was taken by three departmental experts and manager. The manager could give max of 18 marks in interview to any candidate.
According to Devi Joshi, Provincial General Secretary, Non- Government School Conflict Committee; “Government should bring an Act for non-governmental schools to recruit the personals. The new system is also not completely transparent. If this was to be done then it would have been done a year ago. Students have to study for a year without teachers.”
